Recycled Content Packaging Targets: What EU Rules Mean for Plastic Suppliers

   2026-10-18 OriginalChina Plastic Factory Editorial230
Summary: How the EU packaging regulation structures minimum recycled content, which feedstock and calculation routes count, the documentation that survives an audit, and why recycled content reshapes material and format selection for exporters.

Recycled content in plastic packaging has moved from a marketing claim to a regulated requirement. Under the EU Packaging and Packaging Waste Regulation, packaging placed on the EU market will have to meet minimum recycled content thresholds in its plastic parts on a fixed timetable, and those thresholds reach suppliers well before they reach the shelf. This article explains how the requirement is structured, what it demands of Chinese converters and exporters, and how buyers should document compliance now rather than at the deadline.

How the Requirement Is Structured

The regulation sets minimum recycled content for the plastic portion of packaging, measured as a share of the total plastic in the pack. Thresholds apply from 1 January 2030 and rise again from 1 January 2040. The 2030 starting point is around 30% for most plastic packaging formats, with a lower starting point of about 10% for contact-sensitive packaging made from plastics other than PET, and a separate trajectory for contact-sensitive PET that reflects the maturity of food-grade rPET supply.

Two design features matter for suppliers. First, the obligation attaches to the packaging, not to the material supplier, so the converter carrying the brand's specification is the party that must demonstrate the number. Second, recycled content has to be calculated under a methodology adopted through implementing acts, which means the counting rules — not just the tonnage — will be auditable.

What Counts, and What Does Not

  • Post-consumer mechanical recycling — the cleanest route to claimable content for most formats, and the basis of food-grade rPET supply.
  • Post-industrial recycling — valuable commercially, but its treatment under the recycled-content rules is narrower than many suppliers assume.
  • Chemical recycling output — increasingly recognised, subject to rules on allocation and mass balance that are still being finalised.
  • Mass balance approaches — permitted within defined schemes, but brand owners are diverging on whether they accept them for on-pack claims.

The practical consequence is that a supplier saying "our film contains 30% recycled material" is not saying enough. Buyers need to know which feedstock, which recycling route, which calculation method and which certificate chain supports the figure.

Documentation That Survives an Audit

Three documents do most of the work. A recycled content statement per product specification, stating the percentage, the polymer, the feedstock source and the calculation basis. A chain-of-custody or transaction certificate from a recognised scheme, matched to the batch or delivery period. And test data showing the recycled grade still meets the functional requirement — food contact compliance, mechanical performance, colour and odour.

Where packaging is exported to the EU, those documents travel with the commercial paperwork, and the HS classification of the goods is unchanged by recycled content. Our guide to plastic export customs codes covers the classification side, and the EU and US plastics compliance map places recycled content alongside REACH, RoHS and food contact rules.

Why Recycled Content Changes Material Selection

Recycled content is not a drop-in swap. Mechanically recycled PP typically shows wider melt flow variation, more odour and a narrower colour window than virgin grade, which affects cycle time, scrap rate and the appearance of the finished pack. PCR grades for food contact require documented feedstock control and decontamination. Designers therefore need to choose the format before the resin: mono-material structures, removable labels and compatible barrier layers all make the target easier to hit, while multi-material laminates make it harder.

For buyers, the sensible sequence is to set the recycled content target per SKU, confirm the grade and its certificate before tooling is finalised, then validate performance in a trial run. Suppliers with recycled material capability are listed under plastic raw materials, and factory-level checks are set out in how to verify a Chinese plastic factory.

The Commercial Angle

Two pressures are converging. Regulated targets create guaranteed demand for certified recycled feedstock, which tightens supply and widens the price gap to virgin resin for food-grade material. At the same time, extended producer responsibility fees in several member states are modulated by recyclability, so a pack that is hard to recycle pays more at end of life as well as risking non-compliance at the recycled content threshold.

That combination rewards buyers who lock in supply early and penalises those who treat recycled content as a labelling exercise. The practical step for 2026 is to map every packaging SKU against the 2030 threshold, identify which formats cannot reach it with the current structure, and start the material conversation with the converter before the design is frozen.
